Function of the Economic Wing

Economic Wing is responsible for dissemination of agricultural statistics at national and international level. Its major functions are as under:

  • Pakistan Map1. Collection, compilation and analysis of data regarding area, production and yield of all major and minor crops district-wise and province-wise.

  • 2. Compilation of agricultural statistics collected from Federal/Provincial Government Departments.

  • 3. Advising the Ministry on agricultural policy matters.

  • 4. Supply of agricultural information to Federal, Provincial, Autonomous and private agencies at national and international level.

  • 5. Preparation of weekly agricultural commodity prices brief/report for ECC meetings.

  • 6. Preparation of materials, reports etc. for the meetings of Federal Committee on Agriculture (FCA), National Statistical Council, National Accounts Committee etc.

  • 7. Implementation of FAO project titled “Strengthening of Regional Data Exchange System of Food and Agriculture Statistics in Asia and the Pacific Countries

Data Collection Procedure

Agricultural Data Collection

Pakistan is, basically, an agricultural country even after the lapse of over half a century since independence. Here, the agriculture is not only the main stay of the populace, directly and/or indirectly, for seeking food, clothing employment and perhaps every thing, but also viewed as a dominant way of life. Our culture, habits and attitudes derive their roots, inter alia, from the agriculture being practiced in this part of world. Therefore, the development of agriculture is synonymous to the development of the people as well as the country. And, to meet the primary requirement of planning for agricultural development realistic statistics about agriculture are a pre-condition.

 

Current Legal Position
Constitutionally, agriculture is a provincial subject. As such, the responsibility for collection and compilation of agricultural statistics rests with the provincial Governments (Punjab, Sindh, NWFP and Balochistan) i.e. Revenue Department for area and Agriculture Department for production estimates.

 

PUNJAB

Acreage Estimates:
In the Punjab, the first and second estimates of area sown under 12 major crops are arrived at through Sample Surveys undertaken by the Directorate of Agriculture, Crop Reporting Service Punjab. The final estimates of area sown under all crops are based on coordination of sample survey estimates and complete enumeration (Girdawari) of all Mouzas carried out by Patwaris of Revenue Department twice a year. The information gathered by Bureau of Statistics for preparation of computerized Jinswar statements. The Secretary, Agriculture Department, approves the acreage statistics included in the first and second estimates at his level. The Provincial Agriculture Statistics Coordination Board headed by Chairman, Planning Board, Punjab approves the final acreage estimates based on the Girdawari.


Production Estimates:
PakistanIn the Punjab, Preliminary production estimates of 12 major crops are based on opinion survey undertaken by the Crop Reporting service of Agriculture Department. Agriculture Department approves the estimates. For final yield estimates, crop-cutting surveys are conducted by the Crop Reporting Service for wheat, cotton and rice, Grower’s opinion surveys are used for other crops. The Provincial Agriculture Statistics Coordination Board clears the final estimates of major crops.

 

SINDH
Acreage Estimates:
In Sindh, the first estimates of area of all crops are prepared on the basis of sample surveys of area sown. The second estimates, which are final in case of area and preliminary in case of production in respect of wheat, cotton and rice, are prepared on the basis of Sample Surveys undertaken by the Statistics staff of Provincial Agricultural Extension. Final estimate is the verification of second estimate.

 

For sugarcane, the statistical staff conducts a farmer’s opinion survey. Area of wheat, cotton and rice is obtained by applying raising factors to the area surveyed at the district level. Provincial estimates are obtained by summing up the district estimates.

 

The area of other crops is obtained from the District Revenue Offices. The consolidated information is examined by the Sub-committee comprising representatives of the Provincial Revenue, Agriculture, Irrigation and Bureau of Statistics Departments.

 

The Secretary Agriculture approves the first and second estimates. The final estimates are approved by the Provincial Agriculture Statistics Coordination Board headed by the Additional Chief Secretary (Dev), where Federal Bureau of Statistics is also represented.

It is fact that the Revenue Department ahs resumed complete enumeration (Girdawari) of Dehs. Data so collected is processed by the Bureau of Statistics of Sindh but the data is not considered for formulation of crop estimates because of delay in its finalization and under estimation.

 

Production Estimates:
In Sindh preliminary estimates of production for all major crops are based on subjective judgment of the Agricultural Extension Staff. For final estimates, crop-cutting surveys are conducted for wheat, cotton and rice. Production estimates for remaining major crops are based on subjective judgment of the Provincial Department and opinion survey conducted by Statistical Staff of Agriculture Extension. The final estimates are checked by a sub-committee comprising of representative from the Provincial Department of Agriculture, Revenue, Irrigation and Planning and Development. The preliminary estimates are cleared by Secretary, Agriculture Department and final by the Provincial Agriculture Statistics Coordination Board.

 

NWFP (North West Frontier Province)

Acreage Estimates:

In the NWFP, the first estimate of area sown for all crops are arrived at on the basis of subjective judgment of Crop Reporting Staff of Provincial Agriculture Department. The second estimate is based on sample survey method. The final estimates are based on Girdawari undertaken by the Revenue Patwari. These are, however, examined by the sub-committee comprising of representatives from Revenue, Agriculture, Irrigation and Planning and Development Departments. The final estimates are subsequently approved by the Provincial Agriculture Statistics

 

Coordination Board.

Production Estimate:
In NWFP, preliminary yield estimates of crops are arrived at on the basis of grower’s opinion survey undertaken by the Crop Reporting Staff of Provincial Department. The final yield estimates of Secretary, Agriculture Department. The final yield estimates of ten (10) crops are based on the results of crop cutting surveys using random sampling technique. The final estimates of remaining crops are compiled on the basis of grower’s opinion survey conducted by the Crop Reporting Staff of Provincial Agriculture Department. These final estimates of all crops are then examined by a sub-Committee comprising of representatives from Provincial Revenue, irrigation, Agriculture and Planning and Development Department. These estimates are subsequently approved by the Provincial Agriculture Statistics Coordination Board.

 

BALOCHISTAN

Acreage Estimates:
The Agriculture Department collects and compiles the acreage statistics their Extension staff on the basis of their personal judgment. The final estimates of area sown for all crops are approved by the Agriculture Statistics Coordination Board.

 

Production Estimate:
In Balochistan, yield and all crops is fixed on the basis of subjective judgment of Extension staff of Provincial Agriculture Department.
